A new Master’s course was first introduced at the Institute of the Border Guard Troops of Ukraine on July 25, 1994. This marked the creation of the faculty, which was headed by Lieutenant Colonel Volodymyr Zolotar

On August 1, 1994, the classes began and after one year of training 21 operational level officers received their Master’s degrees.

On April 12, 1995, on the basis of the master’s degree course, the First faculty was created (presently, the Commanding Staff Training Faculty) to provide full-time higher education for future heads of border guard units. The development of the faculty was entrusted to the most experienced officers: Colonel V. V. Levchenko and his deputy for academic work Colonel P.M. Pavlovsky. Colonel E.V. Agafonov was appointed as a head of full-time education course. Since August 1997, distance-learning officers’ training course was first introduced at the faculty.

In August 2011, according to the organizational changes, the first faculty has received its present name:  “Commanding staff training faculty”. It was headed by the Honored worker of education, candidate of pedagogical sciences, full professor, Major General I.O. Tomkiv. The faculty included 4 departments, full-time and part-time academic courses.

During the faculty functioning more that 1200 officers of operational and tactical level for the law enforcement agencies of Ukraine, Armenia, Georgia, Moldova, Tajikistan, Turkmenistan have been trained.

In accordance with the obtained licenses for the specialists’ training, the present structure of the faculty includes:

  • Headquarters
  • Department of Operative Art
  • Management Department
  • Department of Border Security
  • Full-time and part-time courses.

The faculty prepares specialists in the following specialties:

“State border security and protection”

“Operational and service activity and border units’ management”

“Vehicle maintenance”


The major tasks of the Commanding staff training faculty include:

Specialized training (retraining, career development) of the operational-tactical level officers;

Organization, provision and conduct of courses which help students acquire systematic knowledge and develop practical skills in state border protection, command and control, and other managerial functions;

Formation of a socially-responsible, creative person;

Formation of a civic position, patriotism, personal dignity, readiness to perform state border security tasks;

Conducting scientific research, ensuring scientific and pedagogical staff training, as well as their pedagogical skills development;

Scientific and pedagogical staff training, ensuring their pedagogical skills growth.

Today, Commanding staff training faculty is one of the major organizational units of the Academy.

Faculty students are trained in specialized classrooms equipped with computers, TV- and audio- means, various technical training facilities, means of communication, mock-ups, multimedia devices, maps and schemes. For practical exercises, the Academy field training center is used.

In the framework of international cooperation, the scientific-pedagogical staff and students of the faculty participated in joint meetings working together with their counterparts from foreign law-enforcement agencies.



The main task of the department is border guard officers’ training at “Master’s” level in the specialties of “State border security and protection”, “Operational and service activity and border units’ management”

“Vehicle maintenance” and “Translation” in order to replace vacant commanding positions in border guard units. Four candidates of sciences, one full professor and one associate professor work at the department giving lectures in four subjects:

Due to the change in the military and political situation in Ukraine and the need to perform service tasks as a part of Joint Forces Operation on the eastern borders of the country, corresponding changes have been made in the department curricula to provide the students with all the necessary knowledge, skills and abilities needed for management of operational and combat activity of border units in combat conditions.

The following innovative approaches are being implemented at the department to streamline the academic outcome:

interactive methods of teaching (game techniques, communicative trainings, etc.) that promote the interaction of all participants in a training environment;

mind-maps based on the use of modern software capabilities that form understanding of the nature and content of certain concepts and categories;

knowledge testing programs;

electronic registers to keep track of learning outcomes;

electronic test control results spreadsheets.

The department focuses on the scientific research of such topics as: Operational Doctrine of the State Border Guard Service of Ukraine and its development at the present stage; theoretical and methodological foundations of organization of operational and combat activity at the area of ​​responsibility; development of new forms of operational-service (combat) activity and their influence on the effectiveness of the state border protection; formation of theoretical approaches to new methods of operational and combat activity organization taking into account current threats in the border area.



The main task of the department is to train commanding officers staff in managing of all types of activities of the SBGSU units, namely:

national and border security and the ways of providing them;

innovative approaches to the cooperation, coordination and management of the state border guard subjects;

prospects of SBGSU development;

risk analysis and management in the field of state border protection;

operational and service activities management;

service management while performing the tasks on the state border protection both in everyday conditions and in emergency situations;

management of day-to-day and administrative activities, personnel and administrative bodies training, ensuring secret information protection, support of service and combat readiness;

creation of effective teams (groups), organization of their work and guidance in the process of implementation of the main functions of the SBGSU;

conducting scientific analysis of the processes related to the state border protection, the construction of its effective models, methodology of substantiation and making of managerial decisions on the use of forces and means in various forms of operational and service activities;

formation of the system of knowledge on the methodology of science, scientific research methods and their application in management activities problems solving;

the basics of the organizational structure and functioning of Armed Forces units and cooperation with them in the course of the state border protection both in everyday conditions and in emergency situations;

The department is also engaged in training of the students obtaining Bachelor’s degrees on:

The basic issues of management, decision-making, information and analytical support of activities, risk analysis and management;

Teambuilding activities and effective labour management;

effective use of management methods, distribution of functions, ways of influencing the staff;

situational guidance while performing the tasks of operational, service and everyday activities;

efficient organization of own work, the business contacts techniques, the basics document handling.

The department focuses its efforts on the following prospecting issues:

Research of the control system elements functioning at all levels.

Introduction of modern geo-informational and telecommunication technologies (automated information systems, interactive boards, electronic cards and other electronic imaging systems).

Introducing modern pedagogical technologies in the educational process (elements of distance learning, creation of electronic educational programs, electronic manuals, own electronic library, etc.).

Research of the challenges in the four-tier system of the border agency management structure.

Research of other problems of management activity.

The scientific and pedagogical staff of the department comprises 4 candidates of science and 3 associate professors. They teach a number of subjects  at high methodological level providing quality training for officer personnel of the State Border Guard Service of Ukraine.

The following major disciplines are taught by the lecturers of the department: management of operational and service (combat) activity, regular SBGSU units’ activities management, scientific fundamentals of administration, theory and practice of scientific research.

The Department effectively cooperates with the International Organization for Migration (IOM) and the EU Border Assistance Mission to Moldova and Ukraine (EUBAM) in order to incorporate international expertise into the academic process of the Academy.

The educational facilities of the department meet the requirements of the curriculum. It includes a command post, a library, lecture halls, classrooms for conducting group and practical lessons. All the classrooms are equipped with computers and modern multimedia teaching equipment.



The main purpose of the Department is future specialists’ professional competence formation in the field of border security, namely:

military and non-military threats counteraction in the border area;

integration of Ukraine into the EU security environment and participation in the implementation of European initiatives to combat irregular migration;

border representatives’ work in the SBGSU units in the current conditions of the state border protection.

formation of the SBGSU positive image in order to strengthen public confidence in the border guard agency;

deployment of combined arms units, teams and large units in various types of combat;

organization of information and analytical activities and use of risk management system in the State Border Guard Service of Ukraine.

Five subjects are taught by the department teaching staff. Taking into account the complexity of these disciplines, as well as basic and professional competencies forming requirements, the educational process is well-thought and logically structured. Interactive methods of teaching promoting students’ interaction on the basis of a simulated situation are being implemented at the department.

The main factors contributing to the leading position of the faculty among other faculties of the Academy are diligent work of the students, professional skills of scientific and pedagogical staff, effective work of the faculty administration. All this gives grounds to say that the faculty has created all the conditions for efficient high level training of the operational and tactical level officers who are always ready to reliably protect the state border of Ukraine, vigilantly guarding the peaceful frontiers of the Motherland.
