The Law Enforcement Faculty is the successor of the Operational-Investigative Activity as well as Law-Enforcement and Law faculties. The departments of the faculty were created on the basis of the department of special and legal disciplines, which began its activities on February 12, 1993 at the Institute of the Border Guard Troops of Ukraine. This date is officially considered to be the Day of the Faculty.

In different years, the faculty was led by well-known officers: colonel Mazur Petro Nazarovych, colonel Mazur Bronislav Frantsovych, colonel Orlov Yevgen Valentynovych, major general Tokovyi Ihor Borysovych, Colonel Bashnyanyn Oleh Volodymyrovych, Colonel Popovych Mykola Ivanovych, Major General Hresko Valerii Petrovych, colonel Mazur Valentyn Yuriyovych. Today, the Law-enforcement faculty is headed by the candidate of juridical sciences, associate professor, colonel Valerii Vasyliovych KUHAR.

The main task of the Law-enforcement faculty is to implement training for:

– Cadets and students of Bachelor’s educational and professional level in the specialities of “Law” and “Law-enforcement activity”, including professional major – “Operational-investigative activity”;

– students of Master’s educational and professional level in the speciality of “Law”;

– SBGSU personnel training (retraining) and advanced training in the fields of operational-investigative activity and legal support of the border guard units.

The faculty administration, the scientific and pedagogical staff of the departments work on creation of fundamental scientific and pedagogical school, which will be implemented in curricula and training programs and practically used in the educational process.

The scientific potential of the faculty consists of 4 doctors of sciences, 1 professor, 18 associate professors, 27 candidates of sciences.


The Department of Operational and Investigative Activity Management was established by the Order of the Administration of the State Border Guard Service of Ukraine dated 19.12.2008, No. 1078.

The department provides specialists’ training for the second (master’s) level of higher education.

The main tasks of the department:

– training of management personnel for the units of the State Border Guard Service of Ukraine in the field of operational and investigative activities;

– conducting refresher courses for the commanding staff (reserve) of the operational units of the State Border Guard Service of Ukraine on management of crime combating activities, including the use of criminal analysis capabilities, “iBase” software, etc.;

– officers’ and warrant officers’ (midshipmen’s) training for protection of Ukrainian Embassies abroad.

The following basic disciplines are taught at the department:

‘Operational and investigative activity management’

‘Management of informational and analytical activity, criminal analysis and operational-technical support’

‘Operative Counteraction of Crime at the State Border of Ukraine’

‘Operational criminal analysis’

‘Strategic Criminal Analysis’

‘Using the ‘iBase’ software and others.

Structure of the department:

There are 8 experienced instructors, including 3 associate professors, 1 doctor of sciences, 4 candidates of sciences at the department.

Scientific achievements of the teachers of the department

During a comparatively short period of the department existence, the scientific and pedagogical staff has developed 15 textbooks and scientific research papers, has prepared more than 50 scientific articles. Every year cadets’ and students’ scientific works take prize-winning places.

The department maintains ties with other institutions in Ukraine and abroad. The teachers of the department attended a specialized course at the Polish border Guard Training Center (Ketrzyn) and up-dated their qualifications at the National Academy of Internal Affairs of Ukraine (Kyiv).

In accordance with interagency cooperation agreements, the department introduced new courses  on criminal analysis for the staff the National Police of Ukraine (namely for the Department of human trafficking crimes’ counteraction).

As a part of international cooperation, the department was involved in organizing and conducting of a training seminar for representatives of GUAM member countries on the topic: “Operational criminal analysis in countering illegal migration and human trafficking”


The Department of special disciplines was created in February 1992.

The Department carries out cadets’ training and retraining of the officers of operational and investigative units of the SBGSU.

The main tasks of the department:

Two basic disciplines are taught at the department: “Special discipline” and “Special discipline-2”

Scientific achievements of the department staff members are published in journals and periodicals with a high citation ranking. Cadets take an active part in modern scientific research projects, publishing the results of their scientific works.

The department maintains ties with other higher educational institutions of law enforcement agencies of Ukraine.


The Department of constitutional, administrative and international law was established in July 1997.

The Department carries out training of higher education graduates who study at the first (Bachelor’s), second (Master’s) and third (Scientific) levels of higher education in the specialties 081 “Law” and 262 “Law-enforcement activity”, as well as students, cadets of all faculties of the Academy in all specialties and levels of education.

The main tasks of the department:

  1. Training of highly skilled personnel for SBGSU units in accordance with educational standards, requirements of the Head of the State Border Guard Service of Ukraine and SBGSU Administration guidelines.
  2. SBGSU personnel training (retraining) and qualification enhancement.
  3. Introduction of the components of internal education quality assurance system into the training process provided by the department.
  4. Improvement of the methodology of training and education of cadets (students), introduction of new academic technologies.
  5. Increase of pedagogical skills of scientific and pedagogical staff of the department, enhancement of their professional and career growth potential.
  6. Conducting research in the areas of scientific specialties on the topical issues of national security of Ukraine in the border protection domain.
  7. Formation of cadets’ and students’ of patriotism, self-esteem, readiness for operational and service activities and personal responsibility for the protection of the state border of Ukraine.
  8. Study and implementation of the best border guard practices, experience of the Academy graduates and their use it in the educational process of the department.
  9. Creation and improvement of the department educational facilities and other important tasks.

Structure of the Department:

Currently, 12 teachers are working at the department, including the head of the department, the department professor, 4 associate professors, 4 senior lecturers and 2 teachers.

The department maintains links with other educational institutions both in Ukraine and abroad. The scientific and pedagogical staff of the department is improving its professional level by participating in joint international projects (international symposia, conferences, round tables, trainings, advanced training courses with the participation of the Organization for Security and Cooperation in Europe (OSCE), the European Union Border Assistance Mission to Moldova (EUBAM), European Border and Coast Guard Agency (FRONTEX), International Center for Migration Policy (ICMPD), International Organization for Migration (IOM), UN Women in Ukraine and other international organizations, which is confirmed by the relevant certificates of participation.

The Department personnel take part in the events held under the auspices of the Khmelnytskyi regional interdepartmental coordination and methodical council on legal public education, together with the Coordinating Council of Young Lawyers at the Main Territorial Department of Justice in Khmelnytskyi the State Migration Service of Ukraine, the National Police of Ukraine, the Office of the Ombudsman of the Verkhovna Rada of Ukraine for Human Rights, and also at the International conferences held by institutions of higher legal education in Ukraine and other countries, including educational and research institutions of Poland, Turkey, Moldova, Belarus, etc.


The Department of criminal law and process was established in 2015 on the basis of the Department of criminal law and the Department of criminal procedure and criminology.

The main tasks of the department:

The following basic disciplines are taught at the department:

“Criminal Law”; “Criminal Procedure”; “Criminalistics”; “Criminal enforcement law”; “Structure of Judicial and Law Enforcement Bodies”; “The issues of crimes qualification”; “Current problems of criminal procedural legislation application”; “Criminal Procedural Activity of Law Enforcement Bodies”; “Prevention and Counteraction of Corruption and Crimes at the State Border”.

Structure of the Department:

The department comprises 8 experienced teachers, among them 1 doctor of sciences and full professor, 6 candidates of sciences, including 3 assistant professors.

The scientific achievements of the teachers of the department are published in the national and foreign journals. Cadets and students also actively participate in the work of the scientific community of the Academy, in the All-Ukrainian Olympiads and students’ scientific competitions. The department cooperates with many regional, national and international law-enforcement agencies and legal organizations.


The Department of theory and history of the state and law and private-law disciplines was created on the basis of the Department of law in 1997. In 2015, due to organizational and staff changes, it was reinforced by the Department of civil law and procedure.

The staff of the department trains cadets and students at 2 levels of higher education (Bachelor’s and Master’s) in two specialties: 081 Law and 262 Law enforcement activity.

The main tasks of the department:

formation of future officers’ understanding of the essence of state as well as historical and legal phenomena of modern society, high professional legal awareness and culture, provision of knowledge on the practical implementation of law enforcement activities, as well as formation of the necessary legal competences in the field of private relations, representation and protection of the SBGSU interests.

Twelve department lecturers provide instruction in various law-related subjects. Among them are: 1 doctor of sciences, 8 candidates of sciences, 3 associate professors.

Scientific achievements of the department teaching staff are published in the prestigious academic periodicals, which have a high citation level.

Scientific research work is the main priority direction of the department work, which includes preparation and defense of dissertations, conducting researches on the urgent problems of legal support and development of SBGSU. This work also involves cadets and students who obtain primary skills of scientific work as members of the department scientific society.

The department supports scientific and professional relations with many universities, organizations and institutions of Ukraine to exchange theoretical knowledge and practical experience of educational and scientific activities.
